Over a ten-year period, systemic actions have been taken to dismantle the petitioner’s livelihood, economic stability, and physical security. This operational pattern has persisted across six U.S. states (including New York, California, Texas, North Carolina, and Georgia) and six international jurisdictions (Sweden, the United Kingdom, Qatar, Egypt, Norway, and Canada).

The petitioner has documented a catastrophic failure of standard oversight mechanisms, noting that appeals to major human rights bodies—including the United Nations and the Inter-American Commission on Human Rights (IACHR)—have been systematically neutralized or ignored due to geopolitical pressure. Furthermore, administrative structures within host nations, including the Canadian social services and federal legal systems, have exhibited synchronized hostility rather than upholding statutory protection frameworks.

Core Demands for Intervention

The petitioner is not seeking political alignment or political asylum based on ideological dissent. The objectives are strictly legal, administrative, and protective:

• Congressional Investigation: An immediate Review by U.S. Senate Oversight Committees into the weaponization of administrative systems, falsification of records, and the use of unlawful psychological and acoustic tactics against a legal immigrant and an American citizen both domestically and abroad.

• Sovereign Diplomatic Transfer: A formal demand that if current host nations (specifically Canada) are unable or unwilling to exercise independent sovereignty against external intelligence pressures, they facilitate an immediate, safe transfer to a third-party nation capable of upholding its own constitutional obligations.

• Restoration of Rights and Autonomy: Immediate cessation of cross-border character assassination, degraded treatment, medical neglect and economic sabotage, the restoration of unhindered access to legal employment, and the provision of transparent, uncorrupted medical care to treat severe physical injuries sustained throughout this period.

Conclusion

The evidence compiled demonstrates a highly sophisticated, multi-agency operation designed to enforce isolation and evade legal accountability. The petitioner remains resolute, explicitly rejecting any attempts by state actors to induce compliance or self-harm. This case represents a critical violation of the United States Constitution and international human rights law. Besides medical neglect in Canada proven by documents, the denial of legal status and coercive tactics - basic signs of continued transnational repression and degraded treatment in Canada

In the U.S.A my case workers, Tarsha Jones, Renee Phillip, Travis Green and others kept denying my legal status, and kept asking me about my social security card, no matter how many times I share it, they kept asking for it

In Canada “Isha Savory” from Ontario Works, working in a location that doesn’t serve my territory, has no legal right to call me or ask for any document, called and denied seeing what they call in Canada a “brown paper” the protection ID paper refugees receive, this was the 3rd time I was asked to upload this ID which I uploaded before. Same system, same pressure, same CIA tactics to pressure, gaslight, dehumanize, destabilize, and coerce.

Brianna asked me to delete my tweets about my case worker who closed my file without calling me, Brianna called me and threatened me to sue me for harassing her if I did not delete the tweets, when I did not talk with her or to my case worker she is supervising.

Brianna sent me an email with the internal policy applied to Ontario Works Employees to exert a threat of harassment litigation when the policy doesn’t apply to customers, it is internal policy NOT meant for clients/customers.

and she never answered my calls either, the Federal Court Register of Canada never answered my calls, this is how CIA dehumanize its targets and convince others to reinforce degraded treatments on them. “This is the democracy”, all calls will be ignored.

1. My name is J a c e B a z, also known as A y m a n O m a r. I am an American citizen of Egyptian origin. I am raising awareness about my case and urgently calling for intervention from United States Senators and foreign governments.

2. For the past ten years, I have been a target of the United States Government, to torture, to destroy, to humiliate, to dehumanize, and to assassinate.

3. Since 2016, the CIA has extracted me from Egypt to manufacture a hate crime in America and torture me to death.

4. I survived targeted, extreme, and severe isolation. Persecution. Degraded treatment. Career and economic sabotage.

5. The CIA tried to kill me multiple times. They tried to kill me in a staged car accident in September 2021. They tortured me psychologically and physically with sleep deprivation and sound waves in the United States and Sweden.

6. Tarsha Jones, my case worker at Pamoja House — Oasis Shelter in Flatlands, Brooklyn — knew I was being tortured with sleep deprivation. She knew I was being harassed. She threatened me with defamation cases if I spoke up.

7. Last name Caldwell, the APD Assistant Program Director. Renee Phillip, my case worker. All staff at New Beginning’s Men’s Shelter at 1 Hoyt Street in Brooklyn knew I was being harassed.

8. They knew I was being tortured with sleep deprivation and sound waves. Shelter staff, including security guards, tortured me with sound waves. Renee Phillip met with me multiple times knowing I was being tortured — and took joy in my suffering.

9. Tarik Benfquih and Imane Achkoudar, employees at the refugee camp in Stockholm, Sweden, knew I was being tortured with sound waves. They knew I was being harassed and stalked inside and outside the camp.

1. This is unprecedented government violence and a catastrophic failure of protection laws. Escaping persecution and violence from the United States is no different from escaping from one state to another inside the US.

2. I have lost my career. I have lost all my money. I have lost six of my teeth. My sternum was fractured. My eardrum was ruptured. I lost one of my knees. I can no longer walk like before. I can no longer run or exercise like before. These are irreparable harms caused and led by the United States Government.

3. Under the influence of the United States Government, the United Nations is silent about my torture complaints from both the US and Egyptian Governments. The Inter-American Commission on Human Rights is ignorant. The IACHR denied my petition and precautionary measures against the United States Government.

Specifically where the CIA renders its targets for torture the most: after I filed my torture complaint with the United Nations from Cairo, the Egyptian government — on top of it, the Egyptian Mokhabarat — staged another accident that left me with a broken knee and a disability to assassinate my character, in cooperation with and following orders from the CIA.

I have publicly shared and substantiated all the elements and aspects of my accusations against the CIA and the psychological operation they executed against me, leaving no doubt that the evidence I have presented is consistent, verifiable, and capable of withstanding serious independent scrutiny—further reinforced by the emergence of advanced AI systems that can now analyze, cross-reference, and validate complex patterns of information at scale, effectively dismantling the long-standing tactic of dismissing such claims under the label of “conspiracy theory” for the first time in U.S. history. The time of those who could kill without accountability is over.

11. My accusation that the CIA attempted to kill me in a staged accident in America has been confirmed by four independent artificial intelligence systems. The evidence has been made public.

12. I have shared irrefutable and undeniable evidence that the CIA extracted me through marriage to a US citizen only to manufacture a hate crime and torture me to death in America.

13. Since the CIA escalated its operation after I complained on X in May 2021 about not receiving legal services in New York City — after I survived an assassination attempt — the CIA escalated its psychological operation. They have tried to kill me multiple times. Out of despair, they tried to push me to commit suicide. I will never commit suicide. Other times, they tortured me with sound waves.

14. The CIA has blocked all sources of income and protection from me. They have completely blocked me from work and protection, both inside and outside the USA. They blocked me from obtaining a driver’s license so I could not drive to earn money. They falsified my medical records to discredit me and isolate me. They assassinated my character and enforced degraded treatment on me everywhere I go through cross-border smear campaigns.

15. Since May 2021, I have been on the run. From state to state: New York to California, New Jersey, Texas, North Carolina, and back to New York. From country to country: USA to Sweden, the United Kingdom, Qatar, Egypt, Norway — and from Norway I was expelled back to the USA, where I had to flee to Canada, where I am currently located.

16. The Swedish government helped the Americans torture me with sound waves in Stockholm — just as I was tortured with sound waves in Brooklyn. They stalked me, gaslit me, and harassed me in Sweden.

17. My asylum interview in Sweden was controlled by an American who whispered to the Swedish interviewer what to write and what not to write.

18. The British helped the Americans infiltrate the immigration office in Liverpool, gaslit me, and blocked me from protection in the United Kingdom.

19. The Qataris helped the Americans block me from protection and entry to Qatar for five years.

20. The Egyptian government blocked me from employment in Egypt and the Middle East and broke my knee in a second staged accident as an act of reprisal after I filed my torture case with the United Nations against the United States Government — to discredit me and assassinate my character.

21. The Norwegians took hold not only of my phones — in exception to all other refugees — they took my laptop as well. They did not give me any paper. The Norwegian government expelled me without due process, before my second appointment with an orthopedic doctor, within a very limited time — less than 24 hours — they forced me back to the United States. 22. The Canadian government continued a strong pattern of transnational repression in Canada, allowing both American and Egyptian intelligence agents to operate inside Canada alongside Canadians. I have not left the shelters in Canada for over five months. Multiple AI systems have confirmed from my experience that my life is at high risk in Canada — a country I avoided escaping to five times, knowing it lives in the world the CIA created, the very world I am escaping from.

23. The FBI identifies Iranian, Chinese, and Russian regimes as authoritarian — and I am here to confirm that the United States is an authoritarian regime. The United States Government broke my bones and tried to kill me multiple times to silence me , to eliminate me. Canada is an authoritarian regime. The Federal Court of Canada is administered by those who take pride in being called robbers ,thieves and gangs. They adopt a refund fraudulent model to steal money from litigants, this is not democracy, or civility, this is authoritarianism, tyranny and barbarism.

As a matter of fact the United States is the world’s most authoritarian regime, the headquarters of the united nations is in New York, the headquarters of the IAC ON human rights is in Washington, the United States relies on its power to silence not only the world’s highest bodies of human rights — but all and other human rights organizations and foreign governments.

This is the most lethal weapon that allows the United States government to torture and violate human rights, the silent treatment, the lack of accountability that should lead their targets to remain silent, accept to be dehumanized or commit suicide I will never commit, this is the major advantage of the united states as an authoritarian regime over any other regime.

In my case the FBI aided the CIA in torturing me and denying me protection, the FBI aided the CIA to kill me in Sweden with sound waves, sound waves can stop the heart muscle from pounding, I was at high risk of cardiac arrest after 4 months of exposure to deliberate sonic attacks in the USA. The United States is an authoritarian regime, represented by both its intelligence and investigative agencies, the CIA and the FBI. In my case , the United States Government engaged in an act of persecution, torture, terrorism, and transnational repression inside the USA and across six states and six countries outside the USA.\

27. The United States Government deliberately silenced the United Nations, the Inter-American Commission on Human Rights, Amnesty International, and all other human rights organizations about my case.

28. The Statesboro Police Department of Georgia, the Pooler Police Department of Georgia, the New York Police Department, the Raleigh Police Department of North Carolina — all have been used by the CIA and engaged in acts of terrorism, threats, and gaslighting.

29. The United States is not a safe country; The United States is not a safe country, it is too powerful to eliminate, and neutralize its targets. It is too powerful to silence its targets, It is too powerful to silence human rights organizations, and It is too powerful to silence and influence foreign governments.

1. The CIA relies on legitimate institutions, agencies, organizations, churches, and real people. Like any authoritarian regime, the CIA weaponizes false medical diagnosis and psychiatry to immunize the US government from litigation and accountability. The CIA weaponized the church to isolate me, assassinate my character and induce despair to commit suicide I will never commit.

With the help from the FBI, The CIA employs sophisticated tactics of deception, manipulation, and gaslighting to conduct comprehensive psychological operations to dehumanize its targets, ensuring their silence through threats of retaliation and harm. These threats include irreparable psychological and physical injury, smear campaigns, character assassinations, isolation , work exclusion, the complete destruction of an individual’s reputation and livelihood, threats of homelessness, death threats, and defamation litigation.

The United States Government weaponized psychiatry against me to immunize itself from accountability for its persecutory and violent acts — violating all human rights rules and undermining the US Constitution. They weaponized false medical diagnoses to discredit me further, assassinate my character, isolate me further, and restrict my movement and ability to work. They weaponized the church to assassinate my character, isolate me, and let the Egyptian government persecute me.

31. All the governments of the foreign countries mentioned — including Canada — helped the United States Government torture me, discredit me, assassinate my character, enforce degraded treatment on me, destroy my believability, and destroy my asylum claims to force me back to the United States.

32. The Egyptian Mokhabarat is discrediting me as anti-regime and anti-president to justify persecuting me.

33. The CIA is discrediting me as a man who is submissive to the West and relied on benefits in America instead of working. Both intelligence agencies are abusing their power to justify their budgets and earn their salaries. Both are discrediting me as a man who converted to Christianity to please Americans.

34. I must state: I am not anti any regime in the world — not in Egypt, not in America. I am not a threat to Egypt or America. I do not hate Israel, Egypt, or America. I will never commit any hate crime or suicide under any circumstances.

35. I must state that the Federal Bureau of Investigation (FBI) provided assistance to the Central Intelligence Agency (CIA) in my torture, both domestically and internationally. My elimination is considered to be in the interest of the United States Government. During my time in Canada, the Canadian government accepted endangered Canadian lives continuing to provoke me like in the USA. They do not care about Canadian lives, they want me angry, they want me to commit a crime I will never commit.

36. Multiple AI systems have warned me that my current experience in Canada, based on facts not assumptions, involves collecting false witnesses in preparation for a crime. Multiple AI systems have confirmed that the risk of harm or death in Canada, based on facts not assumptions, is high.

37. I am experiencing a strong pattern of transnational repression in Canada. I cannot protect myself from any future harm or put an end to this targeted degraded treatment. The United States, Egyptian, and Canadian governments are operating together inside Canada against me.

38. The USA is not a democracy, Canada is not a democracy , Egypt is not a democracy, I have already experienced synchronized administrative hostility from the US, Canadian, and Egyptian governments while in Canada.

39. I am still experiencing hacked attempts on my accounts and devices. All my email accounts are hacked. Every one of my AI accounts has been compromised. I have witnessed the repeated deletion of AI-generated content and remain under constant surveillance regarding my bank account activities.

40. If no United States Senator intervenes, if no foreign government intervenes in my case, the Canadian government will invest to harm me in Canada. The Canadian government will invest to kill me in Canada. The Canadian government is on a continued mission to dehumanize me, enforce degraded treatment on me, block me from work, and destabilize me — by orders and cooperation of the United States and Egyptian governments.

41. I must state: if the United States Government does not want me to live in America, they should let me live outside America. If the Egyptian government does not want me to live in Egypt, they should let me live outside Egypt.

42. I have no plans to renounce my Christian faith, my Egyptian citizenship or American citizenship under any circumstances whatsoever.

43. If the Canadian government thinks a man who arrived in Canada on two crutches is not worthy of protection — not human enough to earn a protected life in Canada — instead of protecting the United States Government from its crimes, instead of dehumanizing me in Canada, instead of persecuting me in Canada, instead of trying to harm me or kill me in Canada

44. I must state that Canada is a FIVE EYE, if Norway can not defy the united states when it is not a five eye , Canada is no different from the United States, escaping persecution and torture from the united states is equal to escaping persecution and torture from Canada.

45. If Canada cannot defy the United States, if Canada cannot defy Egypt, they can transfer me to a country that can.

46. Turkey protects Muslim Brotherhood members when they escape persecution in Egypt. Canada, instead, is actively persecuting me in Canada.

47. I have submitted enough evidence beyond doubt that I have never dreamed of a life in America. I did not dream of any life in Canada or Europe either. I have no plans to seek any life in Europe, Australia, or New Zealand. I did not lie to the interviewer in my asylum interview in Norway when I said it is the CIA that is after me.

48. The Norwegian government is not willing to show any sovereignty over the United States. They are not willing to undo their expulsion order. They are not willing to grant me full due process or protect me.

49. If the Canadian government cannot defy the United States — or if it simply thinks I do not deserve to live in Canada — then instead of persecuting or dehumanizing me here, it could send me to another country. A country that can defy the United States and uphold its own constitution and human rights. I only need shelter and permission to work. I don’t care about getting foreign citizenship, and I don’t care about marrying a foreign woman.

50. I have pleaded with the Norwegian and Swedish authorities for protection. I offered to renounce my right to citizenship and to forgo marriage in exchange for safety , protection and work.

51. There are countries in Latin America that can receive me, I can not live in Africa nor that I will seek asylum in Europe again.

52. I am not a threat. I am a target. Not for one Government , 3 Governments, the American, the Egyptian and now the Canadian.

53. I must state clearly: when the IACHR denied me precautionary measures on the same day Norway expelled me, I recognized a higher magnitude of disastrous reality — no human rights organization, no country, is sovereign over the United States.

54. The Norwegian Parliament explicitly recognized Eritrea as engaging in transnational repression.

55. This is the reason why I chose Norway after the Egyptian broke my knee in Egypt by orders from the CIA to silence me.

56. When it comes to the United States, no country will recognize transnational repression, the Norwegian parliament will never recognize transnational repression — because they are too afraid to admit that the U.S. is no different from Eritrea, only more powerful.

58. The US is above all laws. I lost my knee. The United Nations is silent. And when I realized the Canadian government was willing to risk Canadian lives just to provoke me, provoke a man holding 2 crutches, to neutralize me, and eliminate me — I had to negotiate the safety of my own life myself.

I offered to the US Government my advice for free, a $50 billion deal, minimum to be added to the US economy, a management advice that could add billions of dollars to the bank accounts of each wealthy American including the US president, I received no response, from the US embassies in Canada, I pressured the FBI to act online, by publishing my deal on X, with no response.

60. I must state that , the US government broke my bones more than once to silence me, the united states harmed me to silence me, the united states tried to kill me more than once, the united states blocked me from work, the United States chose ignorance, the US Government chose the silent treatment, over $50 billion deal, minimum, dehumanizing me is more important than securing jobs to the Americans, ignoring me is more important than securing the future of Americans, this is how critical my case is. The United States government wants me dead, the Egyptians are helping them , and now the Canadians are helping them.

This is a stark testament to the rotting institutional arrogance of an authoritarian regime, the hardest and ultimate proof of a ruthlessly sociopathic system one that prioritizes its own pathological ego over the very Constitution it swore to uphold, actively trashing American lives, a first line of deception not defense, treachery not fidelity, cowardice not bravery, corruption and oppression not integrity.

62. In short: I have never been treated degradingly until after the CIA extracted me from Egypt. I am financially broke after escaping 16 times inside and outside the USA. I can not travel to seek protection in other countries. I sought asylum in 5 countries. They all tried to force me back to the United States where I was persecuted ,tortured and survived an assassination attempt on my life.
