I. When the Police Doesn’t Protect, Rather Threat
When the institution meant to protect you becomes the instrument that destabilizes you, the harm is not just physical — it is existential. Police involvement carries a unique psychological weight: uniforms, authority, weapons, and the power to define reality through reports. When that power is turned against an innocent person, it creates a form of vulnerability no civilian threat can replicate. Every interaction becomes a potential escalation, every report a potential distortion, every arrival of a patrol car a reminder that the people entrusted with your safety can instead manufacture danger, erase truth, and place your life at risk. This is why police‑driven persecution is the most destabilizing form of psychological torture: it attacks your sense of safety at its root, making the world feel uninhabitable and turning ordinary moments into threats to your life.
II. The Origin: Statesboro, Georgia - 2018
Everything begins here.
Within hours, the Bulloch County Sheriff’s Office / Pooler PD generated:

This cluster of reports — with zero criminal conviction — created the first version of a false administrative identity:
unstable, dangerous, mentally unwell, unpredictable.
This identity followed me across borders for the next eight years.

III. The First Major Escalation: The Home Depot “Mass Shooter” False Report
This is Exhibit E in the CEPRO file [pp.6-7, p.19 §9.6].
Three police vehicles, a fire truck, two ambulances, guns drawn — all for a false report that I was a mass shooter.
No weapon.
No threat.
No crime.
Immediate release.
This incident is the first example of theatrical policing — a tactic documented in Church Committee Book III p.52:

V. Pennsylvania: The Crash That Wasn’t an Accident
The PA State Police report (2021-1210036) [Exhibit H pp.24-30] attributes the crash to a deer.

the address is wrong,
my wallet disappeared while other items remained,
and I had submitted a written warning two months earlier stating that threats to cause a car accident had been made.

XI. How the FBI Used Police Departments – Creation of a False Administrative Identity That Enabled Cross-Border Persecution
Police departments created a false administrative identity through selective documentation, psychiatric retaliation, falsified and misclassified incident reports, and disproportionate force.
