Introduction: When a Transportation System Turns Against You
Most people think of the DMV as an annoying but harmless bureaucracy. For me, it became something else entirely — a tool of destabilization, a pressure point, a way to strip mobility, identity, and financial stability all at once.
This article is part of my ongoing documentation of administrative persecution across multiple U.S. jurisdictions. Today’s focus: the transportation system — the DMV, toll authorities, and the chain of events that followed a violent highway crash in Pennsylvania.
What happened to me is not a “DMV mistake.” It is a pattern.
A pattern that aligns with historical disruption frameworks like Zersetzung (East German psychological warfare) and COINTELPRO (U.S. domestic disruption operations documented by the Church Committee).
This is the story of how a car crash became the opening act of a multi‑year administrative assault.
The Staged Accident That Started It All
On September 4, 2021, 2 trucks left their lane on I‑80 in Pennsylvania, accelerated, and slammed into my Honda Civic. My car flipped multiple times.
I suffered:
a sternal fracture
pulmonary contusion
open wounds
temporary loss of mobility
displacement into a California shelter
The car was totaled. The remains were taken to Baileys Autobody & Towing in Allenwood, PA.
Their invoice said it plainly:
“Dispose of rest of car.” (Invoice No. 2754)
I submitted a notarized letter confirming the destruction:
“THE CAR WAS TOTALLY DESTROYED AND DID NOT AND WILL NOT REPRESENT ANY RISKS THAT REQUIRE LIABILITY INSURANCE.” (Notarized 06/04/2022)
The vehicle no longer existed.
But the DMV acted as if it did.
The DMV Suspension That Should Have Been Impossible
Two months after the crash, the New York DMV issued:
Registration Suspension Order C110201
Driver License Suspension Order C2111200000
Both claimed:
“Failure to maintain continuous liability insurance.”
But here’s the problem:
GEICO paid over $100,000 for the accident.
That means the insurance was active.
The DMV’s “insurance lapse” was a fabricated pretext.
Even worse: The DMV demanded proof that cannot exist for a destroyed vehicle:
insurance company report for a car that no longer existed
plate surrender for plates already disposed
storage location for a vehicle that was scrap metal
This is not bureaucracy. This is administrative gaslighting.
The Title That Arrived Too Late to Matter
Before the crash, I legally changed my name from Ayman Omar to Jace Baz. I requested a new vehicle title.
The DMV held it for 4–5 months.
They released it only after the car was destroyed.
A title for a vehicle that no longer existed.
This is what Zersetzung calls:
Entzug der Identitätspapiere — deprivation of identity documents.
It’s a tactic: Delay a document until it becomes useless.
The Toll Payments That Disappeared
After escaping New York through New Jersey, I tried to pay my tolls online.
Every toll number returned:
“Ticket does not exist.”
Weeks later, I received inflated debt notices from Transworld Systems Inc. and MTA Bridges & Tunnels.
This is classic COINTELPRO:
Selective documentation + retaliatory enforcement.
I had proof of payment:
$25.50 (10/25/2020)
$19.00 (02/28/2020)
$19.00 (02/20/2020)
But the system erased the records.
Then punished me for the erasure.

My formal DMV appeal (AA‑33A) documented:

V. This Is Zersetzung + COINTELPRO

The labels of “paranoid” and “delusional” is in fact a Stasi doctrine to destroy reputation and cover up a state run by psychopaths who love to control , kill and destroy lives abusing their power. The New America is East Germany.
My public confrontation of FBI Director – demanding investigation, offering evidence, naming names – is not conduct of paranoid person. Paranoid person does not invite investigation. Paranoid person does not publicly dare FBI Director to respond.
My willingness to confront highest levels is powerful evidence of credibility.
VI. Motor Vehicles Tasked To Immobilize
The documentary evidence—PHOTOS_PDFED.pdf suspension orders C110201 and C211120000, Plate MJ5841, VIN 2HGFG128X6H549370, the notarized destruction letter dated June 4, 2022, PA Police Report 2021-1210036, Baileys towing invoices, formal administrative appeal records, and PRRA_Supplemental_TOLL_Rr.pdf—demonstrates a consistent, cross-jurisdictional pattern of administrative persecution.
The New York DMV withheld my vehicle title for months, releasing it only after the car was totally destroyed; slapped me with a punishing 158-day driver license and vehicle registration suspension under a fabricated insurance lapse even though GEICO paid over $100,000 for the exact same crash; ignored statutory defenses under NYS Vehicle and Traffic Law Sec 318.1; and destabilized my legal identity by interchanging my former and current names while routing mail to a shelter address. Furthermore, toll authorities manipulated payment databases to erase valid payments and reissue inflated debt notices following my legal escalation and the NYPD chase (MM61D49NBL).
When evaluated as a whole, these actions form the direct continuation of an extensive Entzug chain. The cumulative impact of mobility deprivation, engineered debt, property obstruction, and administrative gaslighting demonstrates that internal protection or institutional accountability within the United States is entirely unavailable, even as a U.S. citizen.
